Quebec man accused of human trafficking in Sask. on RCMP’s Wanted list

A Quebec man charged with human trafficking, confinement and sexual assault in Saskatchewan is one of eight men on the RCMP’s Wanted List for April.

Saskatoon provincial court confirms that a bench warrant was issued for Pierre Andre Bouchard’s arrest after he didn’t show up for his last court appearance on March 17. He remains at large.

Bouchard, 51, was arrested on Oct. 23, 2024 after RCMP were called about a kidnapping at a business in Dundurn.

A woman from Ontario told police that she was being held against her will.

“Investigators determined the woman had been forcibly taken from Toronto, and that human trafficking had occurred in various locations in Ontario, Manitoba and Saskatchewan,” a news release stated.

Bouchard, who RCMP say is from Chambly, Que., faces 15 charges.

Court documents show he’s accused of sexually assaulting and confining a woman near Saskatoon between Oct. 16 and Oct. 23, 2024, and threatening to kill the same woman near Dundurn on Oct. 23, 2024.

The day before, he’s charged with sexually assaulting the woman by using duct tape on her near Regina.

Between Oct. 18 and Oct. 23, 2024, also near Regina, Bouchard is accused of human trafficking, receiving a “material benefit” from sexual services, and obtaining sexual services.

He’s also charged with two counts of trafficking the woman, near Regina, to offer to provide sexual services.

During the same date range, Bouchard is charged with assaulting the woman with a knife and threatening to kill her near Barrie, Ont.

He’s also charged with possessing a student identification card “in circumstances giving rise to a reasonable inference that the information was intended to be used to commit the indictable offence of fraud.”

The charges allege Bouchard was placed on a probation order out of Quebec on April 15, 2024 that prohibited him from possessing identification that isn’t in his own name.

He was released after a bail hearing in Saskatoon on Jan 3. According to release documents, he was required to live an approved address in Leduc, Alta., with a curfew from 12:30 a.m. to 5 a.m.

He was also ordered not to contact the complainant, and to stay away from her home, workplace or place of education. He’s prohibited from having illegal drugs, firearms or any identification that isn’t in his name.

RCMP say Bouchard may be living in Saskatoon or Chambly, and is considered violent. The Saskatchewan RCMP Warrant Enforcement and Suppression Team (WEST) works with RCMP detachments, municipal police and corrections “to arrest high-profile offenders with outstanding warrants.”

“The intent of releasing this list of wanted offenders is to encourage tips and information from the public to support RCMP investigations and lead to the arrest of these individuals,” Thursday’s news release said.
